Joan has over 20 years of experience representing a variety of public, quasi-public, and private entities, including the formation and ongoing representation of various types of special districts and improvement districts. Joan works with her local government and private sector clients on issues ranging from land use, public finance, elections, campaign practices, contract negotiation and intergovernmental agreements, statutory compliance, real estate, due diligence, and public contracting matters. She has a wealth of experience to draw from over a wide range of legal issues to efficiently provide legal services based on the distinct needs and goals of each client.
Joan understands the importance of creating long term working relationships with community leaders and representatives of the municipalities, counties, and private sector entities her clients interact with, as well as elected Boards of Directors. Joan began her legal career in the Adams County Attorney’s Office in the land use division before moving into private practice. Joan is licensed to practice law in Colorado and Arizona and has served on the Special District Association Executive Legislative Committee.
Joan holds a Juris Doctorate from the University of Denver, where she was a staff member of the University of Denver Law Review, and a Bachelor of Science degree in Business Administration from Marquette University. Prior to attending law school, Joan lived in Chicago and Aspen and worked in hotel management for the Park Hyatt, the Four Seasons Chicago, and the Hotel Jerome. Joan’s community involvement includes serving on the Board of Directors for the Civic Center Conservancy and volunteering for nonprofit organizations and schools in her community. Joan is an avid skier and hiker.
