Micki Mills has served as a paralegal with Collins Cockrel & Cole since 1988, following service to several other Colorado law firms since 1980. She received her Paralegal Certificate in 1991. In addition to substantial work in all aspects of real estate, statutory compliance, inclusions, exclusions, district formations, and most other aspects of special district law, Micki is recognized throughout the State for her preeminence in municipal elections of all types and her training of election officials. Micki also assists the Division of Local Government and Special District Association in training election officials statewide.
Micki also serves as a member of the Interjurisdictional Election Issues Committee, various Legislative Committees through the Special District Association, and has served on several Election Commissions and Committees for the Secretary of State. Micki also assists the Special District Association in the drafting or review of election legislation.
Peggy Rupp has been with Collins Cockrel & Cole since 2000. She has over 25 years of legal experience and has worked with special districts since 1995. Peggy assists our special district clients with statutory compliance, elections, continuing disclosure, and many other matters; in addition to serving as the paralegal for our municipal clients and for water rights cases.
Sarah Luetjen has served as a paralegal with Collins Cockrel & Cole since 2013. Sarah has worked closely with special districts since 2011; and received her Paralegal Certificate in 2012. Sarah is a member of the Rocky Mountain Paralegal Association and Mile High Association of Legal Support Staff. Sarah also assists our special district clients with statutory compliance, elections, and continuing disclosures.
