JAMES P. COLLINS
Jim Collins holds Bachelor and MBA degrees from Western Michigan
University and obtained
his Juris Doctorate from the University of Denver College of Law. He is: a
member of the American, Colorado, Denver, and Arapahoe County Bar Associations since 1977;
a member of various business and community volunteer associations; former
two-term Mayor of the City of Littleton;
and Executive Vice President of the Special District Association of Colorado
since 1975. He owned and operated a local government management and financial
consulting firm for six years prior to co-founding Collins Cockrel & Cole
in 1978, and previously held local government positions including: Assistant
and Interim City Manager, Community Development Director, Personnel Director,
Urban Renewal Authority Executive Director, and Federal Programs Coordinator.
PAUL R. COCKREL
Paul Cockrel is a graduate of the University of Denver
and the University of Denver College of Law. He is a member of the Colorado
Bar Association and also a member of the Federal Bar. He has served on
various bar association committees, including the committee on government
law. He also has served on the board of directors of a national bank and on
the Evergreen Community Advisory Group, a local planning committee appointed
by the Jefferson County Commissioners. Over the past twenty years Paul has
practiced primarily in the area of special district, local government,
finance and administrative law. His practice also involves related areas of
law, such as land use planning, environmental and water law. Paul was one of
the principal authors of House Bill 1320 (The Special District Act) and other
laws affecting special districts and governmental entities in Colorado. He
represented the Special District Association before the Interim Committee of
the General Assembly studying special districts; has worked on an interagency
task force studying governmental immunity; and serves as the principal
technical spokesman for special districts in legislative hearings and at
intergovernmental conferences. He speaks regularly at topical seminars involving
special district and related governmental subjects and has served on the
Governor’s Review Task Force.
ROBERT G. COLE
Bob Cole obtained a Bachelor of Science degree in
Forest Management from Oklahoma State University
and Juris Doctorate from the University
of Colorado. He is a
member of the Denver, Colorado, and American Bar Associations; Metro City
Attorneys Association; a member of the Board of Directors of the National
Forest Foundation; a member of the National Fire Protection Association
Wildland Fire Working Section; an associate member of the Colorado State Fire
Chief’s Association; an associate member of the National Association of
Forest Service Retirees; previously Chair for the Mile High Chapter of the
Society of American Foresters; and a former member of the Clear Creek County
Planning Commission; and Upper Bear Creek/East Mount Evans master plan task
force. He is active in local political activities. Bob’s practice has
involved municipal, water rights, special district, public lands, and environmental
issues before state, county and federal agencies and courts, including
testimony before Colorado
legislative committees. Before becoming a lawyer, Bob worked for nine years
for the United States Forest Service in the Sequoia, Cleveland
and Klamath National
Forests in California,
primarily in fire management and timber management.
TIMOTHY J. FLYNN
Tim Flynn has practiced law since 1980, primarily with
the firm of Flynn and Flynn of Englewood; is a graduate of Claremont McKenna
College and University
of Utah College of Law; and has served on many public and private community
organizations. Tim continues his practice in representation of local
governments, general litigation, probate administration, and wills and
trusts.
EVAN D. ELA
Evan Ela holds a Bachelor of Science degree in
Watershed Science from Utah
State University
and Juris Doctorate from the University of Denver College of Law. He is member of the Denver and Colorado Bar Associations and
American Water Resources Association.
Evan’s practice has involved water, environmental and municipal law
throughout his legal career. Before
becoming a lawyer, Evan worked professionally as a consulting hydrologist for
14 years in Colorado. Prior to joining Collins Cockrel &
Cole, Evan practiced water and environmental law for 6 years in the Office of
the City Attorney in Thornton,
Colorado. Evan’s law practice
continues to emphasize water rights, environmental, local government and
special district law.
LINDA G. ALEXANDER
Linda Alexander grew up in the Denver
suburbs and moved on to fifteen years in Texas attending college and practicing
law. She received a Bachelor of Arts
degree in English and Political Science, cum laude, from Trinity University
and earned her Juris Doctorate degree from the University of Texas School of
Law. Linda is licensed to practice law
in both Colorado and Texas.
Prior to joining Collins Cockrel & Cole, Linda was an attorney
with the Texas Municipal League Intergovernmental Risk Pool for six years,
where her practice focused on insurance coverage, governmental immunity and
liability issues and employment law consultation and training. After moving back to Colorado,
she served as Assistant General Counsel and then General Counsel in
bankruptcy to the Schwinn/GT Corp. in Boulder,
Colorado. Linda’s current practice focuses on local
government law, primarily representing special districts as general counsel
and serving as special counsel on employment and personnel matters. Linda’s practice expertise emphasizes
emergency services, employment law (defense) and EEOC and administrative
agency representation.
DAVID A. GREHER
David Greher received a Bachelor of Arts degree, magna
cum laude, from Duke
University in 1992 and
a Juris Doctorate from the University of Virginia School of Law in 1996. Before joining Collins Cockrel & Cole
in January 2005, David practiced for nearly five years as a bond lawyer at
both Kutak Rock’s Denver
office and at Brownstein Hyatt & Farber.
During this time, David represented Colorado special districts as bond and
disclosure counsel; other clients included business improvement districts,
water conservancy districts, home rule and statutory municipalities and
counties, and urban renewal authorities.
David also has several years of experience in both corporate and
securities law, with an emphasis on leveraged buyouts, mergers and
acquisitions, as well as in complex civil litigation. His current practice focuses on local
government law, primarily representing special districts as general counsel,
to which he brings particular expertise regarding public finance, taxation,
due diligence review, complex transactions and civil litigation matters. David’s wife, Karolyn Kabir, is a
Pediatrician and Assistant Professor in the Department of Adolescent Medicine
at The Children’s Hospital in Denver. Karolyn and David have been married for ten
years and are the proud parents of three.
JAMES M. MOCK
Jim Mock obtained a Bachelor of Arts degree with High
Honors in Anthropology from the University
of Michigan, and he
received a Juris Doctorate from the University of New Mexico School of Law
where he served as a senior editor on law review. He is a member of the Denver and Colorado Bar Associations. Prior to joining Collins Cockrel & Cole
in 2005, Jim practiced public finance law in Denver for four years. Jim has also served as a project manager
for a non-profit land conservation organization. Jim’s practice emphasizes local government,
land use, finance and special district law.
BECKY
LENNON
Becky Lennon graduated summa cum laude from Luther College,
where she obtained a Bachelor of Arts degree.
She received her Juris Doctorate from The George Washington University
Law School. Becky was an Articles
Editor for the George Washington International Law Review. She is a member of the Phi Beta Kappa Honor
Society and the Colorado Women’s Bar Association. Prior to joining Collins Cockrel and Cole
in 2007, Becky practiced commercial litigation law at Sherman and Howard, L.L.C. She was elected twice to serve on the
Centennial City Council, where she also served as Mayor Pro Tem. Becky’s practice emphasizes municipal law,
water law and special district law.
ERIC C. JORGENSON
(Of Counsel)
Eric Jorgenson has practiced law since 1974 as both a sole practitioner
and a municipal attorney. His
experience representing a statutory town and a home rule city in rural Colorado and as an
elected member of a Board of Education will be utilized by the firm as a
member of the Municipal Law Group.
Eric is a graduate of the University
of Minnesota and the
University of Denver College of Law and is also a Certified Financial Planner
(CFP). He is a member of the Colorado and American
Bar Associations. His community
commitments have included many years of service as a Trustee for two private
foundations providing college scholarships and general charitable
contributions. Professional service
has included two terms on the Commission on Judicial Discipline and as Chair
of the Judicial Ethics Advisory Committee.
Eric’s practice emphasizes municipal government law, land use law and
special district law.
