Paul Cockrel has practiced primarily in the area of special district, local government, finance, and administrative law. His practice also involves related areas of law, including land-use planning, and environmental and water law. Paul was one of the principal authors of House Bill 1320 (The Special District Act) in addition to other laws affecting special districts and governmental entities in Colorado.
Paul represented the Special District Association before the Interim Committee of the General Assembly studying special districts. He has also worked on an interagency task force studying governmental immunity. During this period, Paul also served as the principal technical spokesman for special districts in legislative hearings and at intergovernmental conferences. He has spoken at topical seminars involving special districts and related governmental subjects and has served on the Governor’s Review Task Force.
Paul graduated from the University of Denver and the University of Denver College of Law. He is a member of the Colorado Bar Association and the Federal Bar. He has served on various bar association committees, including the committee on government law. He also has served on the board of directors of a national bank and on the Evergreen Community Advisory Group, a local planning committee appointed by the Jefferson County Commissioners.
