Joe Norris’ practice focuses primarily on water court proceedings and other water resource related matters. His experience also includes special district and local government representation. He is a member of the Colorado and Federal Bar as well as the Denver and Colorado Bar Associations and has contributed to a number of publications and presentations on water law topics and is an active member of the POND Committee of the Colorado Water Congress.
Joe received his Juris Doctorate from the University of Denver Sturm College of Law where he served on the Editorial Board of the Water Law Review. Prior to law school, Joe earned a Bachelor of Science in Civil Engineering from Kansas State University, specifically focusing on the areas of water resources and hydrology; and has worked for public, private, and non-profit entities providing engineering and water resource related services.
